He doesn't feel connected to the workforce under him and feels they don't listen to the codes causing multiple setbacks and reworks that he then has to explain up the chain of command.

As he is toured around the site he makes comments about minor changes he wants but is too intimidated by the construction workers to speak up properly. Sadly he feels unheard after and grows more concerned form the project.
